Airport Utility For Older Airport Express

I want to use the Airport Express (802.11n 1st generation) to extend my home network (Apple Time Machine 4th generation 802.11n). When set it up as 'extended,' it does not connect to the internet even though it is connected to the home network which is connected to the internet. When I set up the AE to 'join,' it does connect to internet, but then it does not act as an extender. That is, my macbook or iPad use the weaker signal of the Time Machine base instead of the Airport Express.
I have tried the factory reset, reconfigured with and without ethernet cables to TM and AE.
Anything else to try? Or the AE incompatible with the new generation of TM?
